You can block pages in Chrome directly. This is quite easy with the uBlock Origin plugin and here with the "Filter" option.
Otherwise, the safest variant is of course, as @ skaarj80 already mentioned, blocking the URL or IP directly on the computer. That should work quite easily via .htaccess.
