Soweit ich das verstanden habe orientiert sich das Phone z.Bsp. bei App Downloads an den regionalen Einstellungen, die im System hinterlegt sind. Sprich, es werden Dir bei der App Suche im Store nur die Apps angezeigt, die im deutschen Store verfügbar sind, wenn Deutschland im System als Region eingestellt ist.
Mit dem Localization Update soll diese Lokalität nicht mehr begrenzt werden. Diese regionenübergreifende Verfügbarkeit soll in der App hinterlegt sein. Hier mal die Info aus dem Entwicklerforum:
